Fortalecimiento del plan de acción del distrito de riego de Asotimbio en el municipio de Timbío - Cauca.

Abstract

El plan de acción de una asociación es importante para el fortalecimiento de sus capacidades administrativas y de gestión de recursos, consiste en una serie de actividades y acciones necesarias para lograr los objetivos o metas planteadas con tiempo, recursos y personal definidos. Este trabajo es una investigación que articula métodos cualitativos como cuantitativos, con el fin de fortalecer el plan de acción de la Asociación de Adecuación de Tierras de Pequeña Escala de Timbío. Mediante el diagnostico biofísico de la microcuenca del rio los Robles, socioeconómico, a la infraestructura de captación y administrativo, con el uso de las SIG, encuestas semiestructuradas, talleres teórico-prácticos, talleres con los directivos de la asociación y la aplicación de indicadores. A través de esta investigación se obtuvo la cartografía de la microcuenca y su análisis, organización natural, amenazas, caracterización de flora y fauna predominante, también la determinación del número de viviendas presentes en el área y sus condiciones; el catastro en redes y su ubicación en las diferentes veredas de Sotará y Timbío, se desarrollaron 7 talleres teórico prácticos con los usuarios del distrito, el apoyo a la construcción del documento del plan de uso eficiente y ahorro de agua, análisis socio económico de los usuarios y la construcción de indicadores para la asociación. De esta manera se contribuyó al fortalecimiento del plan de acción. El distrito de riego ASOTIMBIO cuenta con una planificación eficiente que le ha permitido ser uno de los distritos que cumple con todos los requisitos legales para su funcionamiento, lo que permite gestionar recursos de manera eficiente.

The action plan of an association is important for the strengthening of its administrative and resource management capacities, it consists of a series of activities and actions necessary to achieve the objectives or goals set with defined time, resources, and personnel. This work is research that articulates qualitative and quantitative methods, in order to strengthen the action plan of the Timbío Small Scale Land Adequacy Association. Through the biophysical diagnosis of the micro-watershed of the Los Robles River, socioeconomic, catchment and administrative infrastructure, with the use of GIS, semi-structured surveys, theoretical and practical workshops, workshops with the directors of the association and the application of indicators. Through this research we obtained the mapping of the micro-watershed and its analysis, natural organization, threats, characterization of predominant flora and fauna, also the determination of the number of houses present in the area and their conditions; the cadaster in networks and their location in the different villages of Sotará and Timbío, 7 theoretical and practical workshops were developed with the users of the district, the support to the construction of the document of the plan for efficient use and saving of water, socioeconomic analysis of the users and the construction of indicators for the association. This contributed to the strengthening of the action plan. The ASOTIMBIO irrigation district has an efficient planning that has allowed it to be one of the districts that complies with all the legal requirements for its operation, which allows it to manage resources efficiently.
